On a related note, the tax evading practices of the international shipping industry are a fine illustration of how the rules based order is routinely ignored by elite society by way of of "mature" or "bureaucratised" corruption. Rules are in place to keep certain people rich and powerful.
"I say that justice is nothing other than the advantage of the stronger." This was stated in Plato's works, though the philosopher himself actually argued against this position. I tend to agree with the original hypothesis.
