Where in the world they ended up is anyone’s guess. But a document discovered by an acquaintance of Assali’s in the Israeli State Archives — a record of a government committee meeting in May 1969 — tells us exactly how many Gazans Israel’s leaders intended to expel.

“It is hereby decided to approve the Mossad proposal regarding the emigration of 60,000 from the administered territories to Paraguay,” the document states, adding that Israel would pay the Paraguayan government a fee of $33 per deportee, including an advance of $350,000 for the first 10,000.
