Post 'ceasefire' Lebanon is almost a bigger problem for the IDF than pre-ceasefire state

That's the key here. IDF also doesn't have option to attempt deep incursion into Lebanon as it's a coutnry with some strategic depth and Hezbollah and other parties in Beirut would defend it well. And also IDF would have to cut back forces from Gaza and/or West Bank.

IDF and Israeli political establishment are going to try to exact revenge by targeting Naim Qassem if they could find information on him. Under guise of peace talk negations with state of Lebanon. Hezbollah is likely aware of these intentions and remaining on high alert.
