My gut feelings is the Pak Deep State is also leveraging the security condition is Baluchistan. It's fending off the "usual" sharks, so that it can extract and price the minerals at its own optimum choice. Moreover, both downstream and upstream industrial base should be built inside Pakistan to optimize the value addition....
