Best solution of this is call ,open debate and add them in NFC award, so they will show there production in national treasury pool. According to share , facilities should be provided to this region. But , I think we love to deal with power ...which is not the solution.

Eventually all of the territories need to become like the provinces, and current provinces should set an example for why that arrangement would be beneficial for the territories.
I am not saying AJK should be like a province "technically," but for all intents and purposes it should be like one so all of this mess can be taken care of.
Give them a share in NFC, a right to raise "limited" taxes of their own and royalty, and if they want to give a subsidy through that, then go ahead.

Why not spend effort to unite the people of Pakistan, isolate the trouble makers. I honestly believe it is possible if everyone agrees to do this. Neelum Jhelum has been offline since May 2024 due to a tunnel failure .... Thats nearly 1000 MW gone from your numbers


Real net export right now is closer to 1100 MW, same as it was in 2017 before Neelum Jhelum even came online. Installed capacity and generating capacity are two different things...

At the current unit rates paid by AJK people, that electricity is worth around Rs 29-48 billion a year depending on which slab you use, and at WAPDA's own hydel production cost of Rs 3.51 per unit it comes to roughly Rs 34 billion.

The federal government sends AJK roughly Rs 179 billion annually in grants and subsidies. The electricity AJK exports is worth Rs 29-58 billion at most. Pakistan is subsidising AJK by Rs 120-150 billion net every single year, not the other way around.

And this doesn't even count the infrastructure itself... Mangla and Neelum Jhelum alone cost billions of dollars, built and owned by the federal government, not AJK.

And on top of all this, per capita public spending in AJK is around Rs 69,000 per person versus Rs 44,000 in Punjab....

Pakistan's net fiscal transfer to AJK dwarfs whatever it takes out in electricity, the data simply doesn't support the exploitation narrative....

2024 Govt bow down to goons and accepted all demands so they are getting 3 flat rate per unit electrcity even now they are using electric cookers to coock food instead of gas plus getting 60 persent subsidy in wheat.

And now they are bending to accept demands including removal of oath that they will join Pakistan including removal of Pakistani flags from AJK Govt offices.
