It isn't aimed at China. This is a multi year project aimed at building terminals near Malacca for transhipment.
We can already choke of Malacca, there is a naval base out there. Lob a few rockets like Iran did and the straight is closed. If that was the sole plan it's already achieved. The current plan is to make money off the straight where a significant percentage of international trade goes through.

Purpose will be to have our own Trans shipment harbour... India with such a long coastline with access to 3 oceans and 100s of islands depend on Singapore or Sri Lanka.... what a shame.... airport with dual civilian and military purpose is also coming....

And ultimate purpose will be to try to have strategic upper hand over china if things go dirty on border....

Yes for commercial use it is a good asset.
If things go dirty, their options are limited via choke points, which could lead to a naval conflict.
 
Well if Indonesia is getting the seaport built very cheaply then why not? lol.
