The issue in hand is politics on dead bodies, and he is taking it as a security issue.
Relatives have refused to hand over the bodies and have shown FCs the way out of the ward (not the hospital) or stopped FCs from doing their duties.

Afraid? I am Urdu speaker from Karachi. One of the most educated, civilized community in Pakistan despite some set backs from MQM's types, but who is shit speaking about Pashtoon or Baluchis? And here comes insult, seems like another case of family just throwing their kid outside for the street to raise, actually other day i was talking about this problem that Baluch/Pashtoon culture parents just reproduce when they can't give them proper education, manners or basic respect, so they either end up been recruited by BLA/TTP types or just end up getting killed by FC/Army or blow someone or something up and end up in some Gutters. Few years back, had a discussion with one of my close acquaintances when he was visiting Houston who happened to be close to the upper military ranks. Per his assessment, around half a million troop deployment was needed to fully eradicate the BLA/BRA menace.
Needless to say, in the current situation on the eastern border and now the western border as well, this won't be happening. So these kind of attacks would continue and I don't think there intensity is subsiding anytime soon.

What could only be done with 500,000 men in the past could now be done with a combination of technology and significantly less personnel. Pakistan should be learning from its partners, what types of technology have enabled smaller forces into being able to sift the miscreants from the population.

Also, a lot of the manpower to use that technology need not be located in Baluchistan. Analysts can be based anywhere, in the country or the world, and with the right tools, be able to highlight suspicious behavior for further investigations to be carried out by local law enforcement.

Also, having a smaller force means having a smaller force to protect and supply.

What could be spent on more personnel could be spent on making police stations and vehicles more defensible and equipping the soldiers that get attacked with the kind of weapons (fiber optic quad copters in open terrain for example) to give the soldiers the time to land precision blows and give the QRF force time to arrive and engage or pursue the enemy; find fix finish.

Financing is one element, but we have to all consider that Baluchistan is a smuggling highway. The unchecked movement of goods from the coast, to the Iranian and Afghanistan borders as well as to other provinces means anything and everything is moving around constantly. While we don’t want to deprive law abiding citizens of the liberty to conduct business or personal matters, we need a better way to screen what transits the provinces.

Also, smuggling will only go down when normal economic activity picks up, which would require FDI, which requires political stability and a long term vision for economic development.

That is the carrot.

As for the stick;

the miscreants don’t think they will be found, locally or internationally. i would hope Pakistan, for the sake of a large share of Reko-Diq to the Saudis, gained access to the global Saudi lobbying effort to go after the backers of the BLA and TTP.

Furthermore, domestically, deterrence can be gained from building up a robust and wide spread QRF force. One the enemy knows will hunt them down till the job is done. This is where Pakistan should be trying to secure a large supply of new or used Cobras and Hueys from the US, with the good will build there, and perhaps some Saudi and/or Qatari lobbying if need be.

These helicopters are ideal for high, hot and humid areas, and large enough for long range operations. A large enough force that any attack on LEO in Baluchistan or KPK will be met with a quick ISR drone response within minutes and a heliborne force within 30-60 minutes will mean all miscreants attacks will be suicidal.

These aircraft have been battle tested in Afghanistan, especially in high tempo joint operations with ground forces.

Now couple this with police stations armed with fiber optic drones to better defend themselves until QRF arrives, and we have deterrence.
