No, they have Patriots and THAAD, there is no need for S-400s from them. And the US wouldn't accept the S-400s deployed there as the same excuse of the F-35s being there would be used. Regardless, Russia would have to approve. Russians already tried to sell the S-400s to Saudi, it didn't go anywhere.
Turkey would love to give Pakistan the S-400s, the problem is Russia would not approve, b/c it would upset India which uses the S-400s and has a long relationship with the Russians.
I think Azerbaijan is the only probable transfer country. Its either that, or dismantle it or return it to Russia, which I don't want them to do. My ideal scenario would be to transfer it to Azerbaijan in Nakhchivan.
Keep it in Nakhchivan so it satisfies the conditions of it not being in Turkey, but if there is ever a need, you can bring it back into Turkey fairly easily. And it doesn't need to be disassembled, and the operators are still present as its not a decommissioned system. The issue with this one is still the Russia accepting the transfer.
