Only Russia and China in your list have satellites that can detect radiation levels and isotopes. And why would Russia or China expose it if the IR doesn't want to?

I know it's a conspiracy theory, and probably wrong, but it is possible that they had installed an electronic suite on that airplane for radar spoofing.
