Maybe - but I think the restriction comes more from Russia, who will start nuking parts of Ukraine with tactical weapons if the "barrier" to using nuclear weapons is broken (imho ). The USA can't really ask the Russians to not do it, if they do it on Iran.

There are many barriers to the use of nuclear weapons, starting with common sense, and ending with self-preservation.
