Domestically, the IRGC goons dictate and control the elected/representative government of Iran. They get most of the budget and much better weapons than what the regular Iranian army gets. The only reason that Iran has no air force is that these goons cannot maintain and fly fighter jets.
The goons of IRGC have killed at least 43,000 (and according to some reports up to 200,000) innocent Iranians on streets who were protesting in January this year alone. The foreign minister of Iran and the speaker of Iranian parliament were publicly humiliated just a week ago as traitors for signing the MoU and now have been sidelined from negotiations, if any.
The elected government, which is accountable to the people of Iran, wants to end the war and stop the death and destruction that the common Iranians are enduring. The new supreme mullah, if not incapacitated, has not met the president or foreign minister yet. The goons of IRGC, on the other hand, see an end to their reign if the war stops. The widespread celebrations in Iran on the death of the Iranian supreme leader indicate that mullahs have kept a stranglehold on Iranian people only through the power of bullet. Contrary to lies of funeral gatherings of tens of millions people, most observers estimate the number not more than a million.
