It is not so simple. This may be true for those migrants whose families live paycheck to paycheck, but those whose families don't need financial support and who have seen severe rupee devaluation, dont want to send money to an uninvestible economy. In fact , I know a few prople who are actively considering liquidating assets in Pakistan and moving them to a safer country.

All three previous refererenda in Pakistan were organized by fauji dictators and approved by 98% + of those voting. So, the whole world knows what the legitimacy of another referendum organized by the current military dictator will be.
