Considering that there are millions upon millions of Hindus today who descend from those originally outside the Hindu fold, it definitely does apply to them.

Hindus don't lose their shit about DNA or steppe or whatever. They know who they are based on their gothra. Those who lost that lineage and culture are termed mlechcha by the Aryans themselves. They made it very clear who are Aryans and who is a mlechcha. It's not that hard.
