PAF wastes no time in plugging the gaps. If they can efficiently out gun IAF in air with minimal budget then they will do same in surface to air domain, now that they are giving greater importance to it.

yes we already were before may
most of our AD has been built up in the last 5 years
though we still have gaps in offensive options

At times I do feel that PAF gives away too much information on its setup than it should… some of the diagrams are too much.
