They can set up a Saudi Foreign legion then. Give it a little Islamic touch, bill it as a fighting for the holy sites. Hire ex-NATO and US advisors to train it up to fight specifically in the terrain of Yemen and train to counter Houthis.

A real terrorists was Osama Bin Laden whom the Saudis exported to Pakistan and the 9/11 hijackers whom the Saudis sent to America. Alqaeda , ISIS and wahhabism are the other smelly Saudi exports to this world.
