At least the late Pahlavi stole money but also provided some sort of prosperity to the people. Iran was the world's 13th largest economy in 1979.

Also, the Pahlavi stole $300-$600 million when he left Iran and could never return back. Adjusted for inflation, that is hardly 2 billion USD. The trustees alone have stolen at least 50x that and do not return it to Iran even though they're part of the current system and the system is still ruling over Iran.
