No it doesn't. It just says the new regime installed after toppling Imran was asking the US to support negotiations on a new program after the previous one had been suspended.
First sentence in my link
"The United States has agreed to help Pakistan negotiate a deal with the International Monetary Fund (IMF), diplomatic sources told
Dawn on Sunday."
So yes, the USA has inteferred in the working of the IMF on behalf of Pakistan.
That is very different from asking the IMF to stop an ongoing program.
Anyway, Congress has no direct administrative oversight over the IMF and
Theoretically, no one in the US has direct administrative oversight over the IMF. It is an independent organization. But if that was accurate, Pakistan would not have requested the USA for help.
I have already said that the democrats may prefer to not intefere.
The IMF sets conditions for the continuation of the IMF program. And has periodic reviews. Pakistan does not meet all the conditions.
eg
https://www.dawn.com/news/2032485 has 174 amendments to various laws that Pakistan has to make, out of which it has not made a single one. Instead it will request IMF to be lenient.
Decision on leniency is done at the board level. That is the place where the US generally helps. But if the US admin allows the IMF to take independent decision, we do not know which way the board decision will go.
Democracts anyway profess to stand for strong and independent UN institutions.
When the USA admin agreed to help Pakistan, the democrats were in power. There is a significant difference in what is professed and what is acted on.
