In year 2008 Indian Air Force has officially stated that they rejected F-16 because it is an old and outdated fighter jet that doesn't meet their requirements.
You are putting it in the wrong terms.
There was no "old and outdated fighter" statement made by anyone who evaluated the F-16 Block 60 that was brought to India for the MRCA evaluations.
They just scored the F-16 lower than Rafale and Eurofighter, which is natural. And then they only went for the top 2 for the final shortlist, at which point of time the financial bids were opened and the winner declared.
