IRGC doesn't leave its vessels without radar. I am sure that something is in R&D phase for both IRIN and IRGCN.

Not really. Shahid Soleimani class has dozens of VLS cells. They simply decided not to put VLS on this Fast attack ship.

The main question that should be asked is what is the strategy of the IRGC-N.

Construction of a UAV Carrier.
Construction of 3-4 Shahid Soleimani class Catamarans with 30+ VLS AD cells each and modest offensive weapons.
Construction of 1 (likely many more) Shahid Abu Mahdi class FACs specific for assault.

So far...

Theirs obviously a plan here and a doctrine that was developed and under implementation with the construction of these ships. In many ways, a modernist, LO, FAST attack approach to Gulf of Oman and Persian Gulf warfare.

The UAV carrier suggests more ambitious ideas of operating deeper into blue water territories in the Arabian Sea.

What's the reason one cannot double stack the Noor canisters? Seems like an easy way to double firepower. Is it a weight problem?
