Non state actors cannot bring down a heavily armed state like Israel and Iran will not risk Total annihilation of its 80M+ people just to kill some 9-10M jews of Israel
Remember if Israel face some serious existential threat,there will be a nuclear fall out and no sane Iranian will want that for the sake of Palestine.
Now you are back to same position.Non State actors cannot bring down Israel and only bring destruction and death of its unarmed civilians.

Hezbollah is a non-state actor and was able to drive the Zionist occupying forces out of Southern Lebanon.
The Yemeni Houthis and their allied Yemeni army were able to rebel the 9-year old Saudi and others' military campaign against them.
The Afghan Taliban was a non-state actor when they managed to expel the NATO alliance out of Afghanistan.
Hamas, PIJ, and other Palestinian resistance factions have managed to expel Israel from Gaza in 2005.
The Algerian resistance against the French is another factor.
Non-state actors managed to achieve much more results than the so-called actors.

Houthis will likely hit back very hard against the entity and we may see something like what Iran did back in April with hundreds of ballistic/cruise missiles and drones being fired within the space of a few hours.
The difference this time is that the Houthis will specifically go and target civilian infrastructure like oil depots and ports.

Houthis have plenty of options but the problem is that they have less resources than Iran and so will use up more of their firepower if they wanted to do what Iran did.
However the pay back will be it should humble the entity like what Iran managed.

I don't think so. Only Iran has that capability. For Houthi's it would be sufficient to hit a identical target in the enemy territory. By trying to overwhelm Israeli/US defenses.
