Let's compare the very narrow part of the Red Sea--Bab el Mandeb-- with Gaza and the southern Israeli territories. The reason Gazans are able to disturb the life in southern Israel so much to the point of displacements of multiple communities is the fear factor. Even a few rockets launched to southern Israel a day is enough to terrorize people. Same with Bab el Mandeb. While the rockets/drones/missiles could be neutralized by the various navies, the launch sites for the rocket launches on the Yemeni land, are too numerous to be neutralized and thus the merchant ships are going to be like the residents of Sderot: Stay away.
