If they become citizen, yes. India does have housing scheme, though not in "border". I don't know which country distributes their PCI as free money but cheers to China! India does have social schemes. India has barely reached PCI of 3000 USD so what you will get in India will be proportionate to that. Ofcourse with rising income, such aid will grow too.

China's Tibet border defence village.In order to attract more local Tibetans to move and live in the newly government built Tibet-India" border defence villages", the government offers free houses and cash award: Free gift large multi-storey single house for each family, ￥30,000 per person/ per year government cash award. ￥40,000 per person if taking part time border patrol job. 1 USD ≈ 7 CNY

Pretty decent? That is quite close to Chinese national average. For free. Considering the job situation, many non-Tibetan would flee to become "Tibetan" just for free house and that much income. So I would assume this scheme has very takers and certainly no Han Chinese are allowed, right?

What can a Han Chinese do in a Tibetan village, herding yaks? No, no Han Chinese live in those remote, still quite isolated border villages, Many Han tourists travel to those villages though.
