To be precise you need to have a means of attack at a sufficient distance. It could be an A2A missile or some other means of attack. As long as the distance of attack of this means of attack meets the requirements.IMO, if you don't have an A2A missile with a good enough range to take advantage of the first detection then this argument is trivial.
My point is that Su30MKI is definitely superior to F16 or JF17B3 in equal technical conditions. This pre-condition cannot be thrown away.then also add, if, lets say, su-30mki and JFT are in the same league technologically, even then with new ECCM and SPJ they will still not equal plus at the end who carries better AA missile. in 2019, su30mki had bigger radar but huge rcs , while f16 had smaller radar and smaller rcs at end aim120c5 did the trick, even assume su30mki can see f16 btu cannot over shoot it while f16mlu could and they did got one of the su30mki. so it is just not the big radar and bigger range that makes the difference, it is the whole package.
But the fact is that they hardly have equal technical conditions. The current JF17B3 has an absolute advantage in radar and A2A missiles, and there is a large technological generation gap between it and the Su30MKI. That's why I think the JF17B3 can easily beat the Su30MKI, but the J16, which is also the successor to the Su27 series, has no technology gap with the JF17B3. The J16's larger fuselage gives it greater performance, and the JF17B3 will be at a disadvantage in a battle with the J16.
