That wasn't my experience. I found Germans to be generally nice when I lived in Europe for many years but that was couple decades ago.

Also not everything can be in a mountain. Mixing fuel is extremely toxic and you need proper ventilation and air purification systems. That is hard to do under a mountain. Add in logistics of transporting and storing raw materials on site and chemical precursors + fuel needed.
