Truth is to be told for past so many years, India has been reluctant to actually push its defence spending.So, now that Pakistan has ordered the J-35(and it is expensive) - it is also trying to gauge India’s response -
1. Pakistan can get the WS-21 version - it has benefits in having common core with RD-93 full overhaul available. It will also give it an immediate edge but also gives India a target to best - after all aircraft are not like cellphonesthat you can change every week.
2. Pakistan can delay induction a little and see if India responds by buying something under both actual military requirement pressure and political influence. Will it buy more Rafale? Will it buy the F-35? Will it buy a different fighter?
Once again, even with India’s deep pockets it cannot buy aircraft like chocolates and a purchase means a commitment for decades in terms of both funds and Human Resources. So once it pulls the trigger it has to stick to it.
The case here is - if Pakistan gets the J-35 it could likely have some land by late 2026 if it wishes with the WS-21. But the same money constraints India has Pakistanis have it even worse.
If they get a version now and commit to it - they will not have funds for a fairly long time to commit to another version of the J-35 leave alone another 5th generation project like the Kaan.

India will never get its hands on f-35. Just look at all the preconditions on f-35 acquisition from the Turkish side. J-35 with slightly downgrade engine in ws-21 is still better than whatever India currently have unless paf wants to wait a few more years for ws-19.

Right now it is about 1.9%
Now if it pushes defence spending to 3% for 5 years, That will be about 25 billion dollar additional each year. 3% is very much doable. And 25 billion dollars additional each year will cancel anything and everything that Pakistan does. No amount of strategy can fix that.
So yeah, India can indeed buy fighter jets like chocolates if it wants as it is being extremely conservative with its defence spending till now.

Now----is the WS-21 an upgraded chinese version of the RD93---if so---then Paf would in all propabability go for the WS-21.
Even for the F16's---Paf went for the Pratt & whitney engine a comparatively less powerful engine---.
Why would Pakistan and other export customers settle for the inferior WS-21 when the WS19 is available?

There is this thing called as selling from your own inventory. Depending upon situation, it can be arranged, for a fee ofcourse.No it cannot buy like chocolates even if it puts 100% to defense.
Because unlike your understanding jets don’t come in a wrapper which you take off and enjoy -
They are systems that take years to manufacture, months to set up logistics and support equipment, years to fully train, induct not just for flyers but also maintenance - then more years to fully understand how to deploy them within the existing warfighting machine.
