You seem to be [deliberately?] ignoring the fact that you have terror groups operating on your own territory and attacking your neighbor,while your government [both current and previous] have allowed this situation to continue unchecked for decades.
This either means that the pakistani government is deliberately allowing these groups to operate on its territory and is complicit in these attacks,or it is simply unable to control parts of its own territory which have effectively become lawless sanctuaries for the terrorists.
Both of these scenarios look pretty bad for obvious reasons.
This might come as a shock to you but there was an initiative to create a joint iran-pakistan rapid reaction force to deal with cross border terrorism,this was agreed by both imran khan and rouhani,tho after khans replacement by a more.....shall we say..."western friendly" regime,I would imagine that this initiative basically went nowhere,pity really.

I have a theory, the Pakistan Army wants to get rid of some of these militant organizations. However, they cannot target them directly. So they have delegated to others. Iran in this case and Unknown men in some other case. Unknown men are nothing but ISI operatives, trying to clear unused idiots.
