Russia and Armenia might because Pakistan is actively supplying arms to their enemies or for any of their other reason but Iran has maintained that India is oppressing the Muslim population in Kashmir. Read the articles and Khamenei's words he speaks of Kashmir in the same breath as Palestine - which it is.
