Pakistan needs ICBM and SLBM.

It is clearly assumable that our missile programme secretly has passed those parameter which is not acceptable for USA.
Even in FO briefing, USA mentioned it that Pakistan do have capability to hit USA benefits and consider it a threat for itself.
That is why sanctions are imposed. I personally think, these restrictions will have minimum impact on our program. However, it is unfair policy and shows dual face policy.

By the way we have already started to face sanctions without even developing or at least declaring a missile with not even 3000 KM range. So, now take these sanctions as permission, and let's start screwing them. Now I think Pakistan should test if not an 8000 KM ICBM but at least an MIRV capable 5000 KM range missile should be tested. Time to show a middle finger to west and USA. Plus increase your nuclear warheads

Probably not, but that doesn't mean we won't need it down the line against multiple enemies

So we have to prepare one way or the other

I don't think the problem is that Pakistan is building ICBMS, I don't think they are. The problem is Pakistan is now developing systems that can reach Israel, and the Americans have been told by Israel to stop that.

Pakistan will have seen the success of a number of Iranian derivatives Ballistic missile platforms and will be working on them, in particular Hypersonic platforms.
