The issue isn’t that they will think their Rafale will exceed the 5th Gen or 6th Gen platforms, but that they should know that their Rafale is only on par with the 4th Gen jets they will face; I.e. nearly every fighter they will face from either Pakistan or China will be a more than a match, at least in BVR and EW, similar to how the Gripen punches above its weight with the Meteor and Arexis EW pod. The uncertainty in their minds will maintain that deterrent state, allowing both China and Pakistan to focus on other key national interests.It's pretty normal for him to say such things considering his position, he is a French navy pilot taking an interview from Indian media, we can't expect him to say, we are doomed, our aircraft is hopeless against 5th or even 6th gen, he would say the same thing for a pit against F22/F35 or NGAD.
But in reality there are limits on each aircraft, you can't indefinitely upgrading a fourth gen aircraft and hoping it is on par a stealthy plane, we knew that , he also knew that very well.
This will also put less pressure on Pakistan and China to have to deploy as many 5th Gen jets against India and can depend on 4th Gen platforms, saving costs for Pakistan and letting China deploy its 5th Gen jets elsewhere.
So the PL-21 and the best EW gear on all 4th jets is vital to this strategy.
(There is also the hype they have about the Brahmos, and a way to defeat that missile cheaply and with high probability, as well as having a deployed equivalent (all supersonic cruise missile) with greater capability (hypersonic with 800+km range) is another need to deter them as well, but that is a topic for another thread.)
