It’s an ISR vehicle.

Its sole purpose is to spy on enemy and learn how it thinks, moves, and conveys its signals for wartime. They utilize international waters/air space during peace time to get as close to the enemy so they can use their instruments to spy. So it will likely follow carrier groups and other battleships to spy on them. During war there is no way in hell it can get close to any enemy even if it had weapons on board. It’s not made for wartime.

It’s no different than the concept of Embassies which have traditionally been spy dens for countries to gain intel on the host country. You wouldn’t expect to protect an embassy if you went to war with the host country would you?

These aren’t war fighting vehicles any more than slapping A2A missiles on a U2 spy plane or Blackbird or SIGNIT plane. These planes fly/flew defenseless.

The IRGC vessels you mentioned are war fighting sea vessels. This is not. Hence why it’s painted white. It signals that it’s a non combat ship. Sinking it could be considered a war crime. Just like sinking a supply ship or hospital ship.
Exactly. It is not a combat ship. It will be never used in combat. Her role is surveillance and electronic mapping. Any use near a conflict zone is suicidal.

Every meaningful Navy have a such role ship. But in the case of IRIN, they used the same hull of Mowj class, giving some kind of MUCH NEEDED standarization, but also much more surprising, advance equipment like those antennas that suggest data link capability and digital DRFM ELINT capability. It is a truly force multiplier.

We know some cases like Deylaman that seems not still be equipped with Air search radar. But Deylaman and Zagros are really a leap forward in terms of sensors and electronic. In 5 years IRIN got 3 new major vessels (excluding auxiliary Makran).

More relevance than the Zagros itself would be the new major naval base in Makran coast. That evidence something disturbing for US... IRIN goes blue.

Since Islamic Revolution the only major warships received were a handful number of Alvand class. As everybody knows IRIN were interested in cruiser sized US destroyers that unfortunately never arrived. The last members of Mowj class give some limited blue capability and also some high seas presence with more frequent rotations. Makran and Dena marked another milestone making a intercontinental deployments, giving unvaluable knowledge to IRIN and naval builders for more advance ships and refined missions like refuelling, maritime transports, combat missions and search and rescue in high seas. But new base means that IRIN will deploy military vessels in the Ocean and the clear intention to protect SLOCs and expanding their operations further in África and Indian Ocean.

Let's see how they develop the much awaited destroyer.

Iran gradually shows that it doesn't want to commit the same errors it committed through its entire history, of stepping into the enemy's playground, and instead making the enemy enter into Iran's playground. All countries in the world should and especially neighbors should adopt the same strategy against bigger opponents

These are old. I remember western news agencies talking about bases alongside Iran’s PG shore line to hide its Naval vessels and its vast anti ship missiles. There is also underwater ones for subs.

Pretty standard operating procedure dating back to WW2.

IRGC Navy Commander Alireza Tangsiri has released footage of the new Iranian underground IRGC naval base. Iran's underground naval base is located 500 meters below the surface and has several outlets to the Persian Gulf. Judging by the video, the base is mainly home to various missile and torpedo boats, minelayers, including air defense boats. IRGC Navy Commander Alireza Tangsiri called the base a well-protected underground city of ships, which allows boats to be quickly launched. According to him, only part of the Iranian Navy's ships are located underground.

I also saw it in Yemen many times. it has no military utility only good against civilian ships (even then the ships are getting smarter or will be heavily escorted in times of war)
