I mean it's quite straight forward no? If you want the REM, you talk about what you can actually give me instead of you talk what you want then you satisfy my end of the deal, US wanted the REM, Ukraine does not, and they can sell it to EU if they come up with something similar. That's just business if Trump want it to turn into business.
