Depends on how it's used. Entire German civilian infrastructure were wiped out in WW2 by British and American bombers. Clearly civilian infrastructure could be considered legitimate military targets.

There is no 'depends' in international law. Its clearly written and adopted.

Hospitals, schools, refugee centres, ambulances, health workers, aid workers, employees of the Red Cross/Cresent movement are NOT to be targeted.

Ideally, civilian infrastructure should not be targeted, but the world is not perfect. The victors write the history. The US literally nuked Japanese civilians in 1945 and they are on the right side of history.
