It's quite remarkable, Tibet has the world harshest terrain and climate, it's almost impossible to develop untill very recent years.

Don't your graph says otherwise? It's GDP per capita is ranked 20th. Gansu and Heilongjiang is at the bottom.

Unless you're talking about total size, which the title isn't quite accurate.

I said the province is still the poorest in China.
 
We can also explain it the other way around: this whataboutery of India was anciently part of Tibet, which is part of China. So it is Chinese territory.
But, Chinese want no part of the wasteland or don't want anything to do with it.
