Egypt-China Defense Relations: Update on the talks for J-20 fighters

Egypt is still in talks with China for the procurement of J-20 fifth-generation fighter jets.

The note provides an overview of the following aspects:

- The breakthroughs made in the negotiations

- Outstanding issues still under negotiation and geopolitical challenges

- The time-frame in which an agreement is expected to be reached

The J-10C fighter jet ticks all the boxes: It satisfies Cairo’s diversity strategy and technological needs. It is under the sanctions threshold since it is less technologically savvy than the most controversial J-20 5th generation fighters, the equivalent to Russia’s SU-35. And it takes Egypt’s military partnership with China to a new level.

The rumour that the Chinese fighters are bought to replace the ageing versions of Egypt’s significant F-16 fleet is a source of pride for Beijing since its military technology started to be seen as a competitor to Western technology. A heavyweight military power like Egypt relying on Chinese fighters would almost certainly boost China’s share in the regional weapons market, just like Cairo’s purchase of the Rafale boosted its popularity globally.

Report: Egypt is making progress in talks to purchase J-20 fighter jets from China
According to a report by Tactical Report, negotiations are progressing with technical breakthroughs, but threats of US sanctions and customization issues are delaying the completion of the deal.

Ami Roxas Dumba | 03/20/2025

gypt is in the midst of advanced negotiations with China to purchase fifteen J-20 stealth fighter jets, sources in Cairo said. According to these sources, the talks are progressing well, with Egypt and China resolving many technical and logistical aspects of the deal.

According to a report by Tactical Report, significant breakthroughs have been achieved in the negotiations, particularly regarding technical agreements on how to integrate Egypt's existing command and control (C2) system with the J-20 fighter jet. This integration will ensure the J-20's full compatibility with Egypt's air defense and operational systems.

Another milestone was reached in January 2025, when China agreed to offer training to Egyptian pilots and maintenance crews. This issue had been a major obstacle in early discussions, as Egypt sought greater autonomy in maintaining and operating the J-20 fleet, without heavy reliance on Chinese crews.

Despite the progress, several key issues remain unresolved, delaying the completion of the agreement. The geopolitical aspect remains a major challenge, especially given the United States' opposition to the deal. The US administration recently issued strong warnings to Egypt about potential sanctions under the US law "Countering America's Adversaries Through Sanctions Act" (CAATSA), if it proceeds with the deal.

According to available information, the US has also offered alternatives, including accelerated delivery of additional F-15EX fighter jets. However, Egyptian officials remain skeptical due to past delays and political conditions attached to Western arms deals.

Egypt is also seeking additional flexibility in customizing the J-20 fighter jet, with the goal of equipping it with non-Chinese weapons, including air-to-air and air-to-ground weapons from European suppliers. China is open to changes, but talks are still ongoing regarding Egypt's access to the J-20's software and radar systems.

Despite the challenges, Egypt remains confident in its ability to address geopolitical challenges and complete the deal within a reasonable timeframe. Sources familiar with the matter estimate that an agreement will be reached by mid-2026.

However, Egyptian officials are taking extra caution to avoid jeopardizing a key military relationship with the US, especially given that Egypt still relies on American military aid and spare parts for its F-16 fleet.

Negotiations between Egypt and China regarding the J-20 fighter jet officially began around 2019, and accelerated after 2022, especially after negotiations with European and American partners to purchase additional fighter jets encountered

Last update: March 20, 2025

The Russian Ministry of Foreign Affairs announced the arrival of the ship "Admiral Golovko" belonging to the Russian Northern Fleet at the Ras Tin naval base in the city of Alexandria in Egypt.

Consul General's visit

The Russian Consul General in Alexandria, Karen Vassilian, visited the ship, praising Russia's achievements in shipbuilding and supplying it with modern weapons

History of the ship's development

Russia began developing the "Admiral Golovko" ship in 2012, where it was launched for the first time in May 2020, and joined the Navy on 25 December 2023. It is the third under the government project program 22350.

Technical specifications

The dimensions of the ship are 135 meters in length and 16 meters in width, and it weighs 5400 tons. You can sail at a speed of up to 29 nautical knots, and cover distances of up to 4500 nautical miles in each mission, with a crew of 190 people.

Armament and equipment

The ship's military responsibility includes a comprehensive armament system including Kalibr and Oniks long-range cruise missiles, in addition to an A-192 gun of 130 mm caliber. The news from Israel will be withdrawn from the confirmation of the first deal for the number of 15 J-20 and 12 J-10 aircraft as rapid initial shipments as a result of the rising tension and the Israeli plans to displace the Palestinians
The deals with China are a diversification of arms sources so that Egypt does not fall under the influence of pressure from one of the suppliers
And Egypt will probably soon witness a project to produce modern Russian frigates as a Russian offer to Egypt for the project Project 220256 as an Egyptian reaction to the European restrictions on the development of corvettes and the European frigate that Egypt acquired and the restrictions on the Egyptian armament and modification on them, which led to Egypt's refusal to buy any new European units of frigates and corvettes until Europe changed its conditions and one of the Russian frigates visited the Ras al-Tin naval base Alexandria recently and regardless of the truth of the news, Egypt's desire to manufacture the frigate Project 22350 is in itself a means of pressure on the other suppliers as it did Chinese deals

This jet ammunition uses the aerial oxygen for combustion, allowing 155 mm shells to reach more than 100 km, which makes them perfectly suitable for deterrence tasks in future fighting arenas where artillery units give flexibility and provide them with long -term guided fireplace.

This research and development project will continue until December 2026

* Egypt will most likely get it and produce it..

You know I’ve always personally thought about working with that concept of jet propulsion with loitering munitions coming out of large coastal defense cannons( guns that are at least 175mm at that ball park) in order to blast away the drone or loitering munition from the gun barrel, you’d naturally need a very large charge with extremely high explosive force. After a certain distance has been reached and before a lock-on can be initiated by the drone, it would fan out its wings for more lift and controlled steering during flight to the target. I say coastal artillery because such a concept like that would be super beneficial to covering large distances and a backup to already existing anti ship missile batteries. Which naturally have longer range then other missiles as well.

As we previously explained, Egypt is moving toward producing the South Korean FA-50 aircraft, as it is a gateway to upgrading Egypt's aging F-16 fighter fleet. Seventy percent of the FA-50's components are identical to those of the F-16 fighter jets. The Koreans have also proposed another option: integrating the new Korean missile series that will be installed on the KF-21 fighter jet, which will be paired with the FA-50. Furthermore, the UCAV aircraft will also be controlled through the FA-50 aircraft. Moreover, Egypt will manufacture spare parts for the FA-50, along with spare parts for the F-16 fleet. The FA-50 components will be used in upgrading the aging F-16 aircraft, thus transforming the aircraft into a low-cost alternative to the aging F-16. However, the FA-50's problem remains the low-power GE F-404 engine, although General Electric has stated that it will provide an enhanced version of this engine to India, and South Korea produces GE engines. F-404414 also.
It is clear that the Americans have agreed to some extent to reduce any cooperation with China, provided that the Egyptian F-16 is developed using South Korean components used in the FA-50. This is the best solution for upgrading part of the F-16 fleet, given that the 87 F-16 Block-15/32 fighters that will be retired from service.
In general, I am not optimistic about completing the deal with Korea, especially since signs of a war between Egypt and Israel are very close, which certainly hinders the implementation of the Egyptian-Korean deal. This means that 150 F-16 fighters will remain in service for at least 15 years.
The features of the contract with South Korea are that Egypt will purchase the FA-50 in three batches, each containing 36 aircraft. Korea will produce approximately 30 aircraft, while the rest will be manufactured locally. This allows Egypt to carry out a package of modifications for each batch, with 70% of the work to be done by Egypt and 30% by Korea.
Egypt will become a regional center for maintenance of the aircraft, in addition to producing spare parts for it and spare parts for the remaining F-16 fleet. If the Egyptians possessed a minimum level of intelligence, they would develop a training platform for sixth-generation fighters, a version with a less powerful radar and thermal imager, and a cheaper UCAV version, with expanded production. However, Egypt is governed by the personal interests of those leading it, hindering any real development or growth.
1743678203136.png
This does not mean that there are no deals with China. Contracts with China are being concluded quickly, even if unannounced. On the contrary, there is a growing trend in joint manufacturing programs with China and Egypt, especially since Egypt deals with China differently in huge deals involving Egypt, Eritrea, Sudan, and Somalia, through Egypt acting as an agent for these countries in purchasing Chinese weapons, such as Chinese drones, which Egypt purchases in large quantities and manufactures locally for resale to these countries via commodities from these countries, such as gold, diamonds, livestock, and agricultural commodities. Egypt must also develop its air force to match the levels of threats surrounding it. Israel aims to acquire more than 100 F-35 aircraft and 50 additional F-15IA aircraft. Maintaining approximately 200 F-16s and 83 F-15C/D/Is necessitates expanding the purchase of Chinese, French, and Korean fighters, which will be used in both advanced training and light combat roles.
