It might not be massive Dams like you hope.

The first project being proposed is connecting Satluj with Yamuna River via a series of Canals
Enabling greater flow of water in Indian State of Haryana which is dependent on pumping ground water for Agriculture

Modi also announced plans to Generate 20000 Mw of electricity from Indus river system
Currently we generate 3500 Mw , all of which is generated without storing water
None of this point to India blocking all or Pakistan's share of water

Diversion probably a more feasible option..
Time will tell. We have been hearing about these threats for over 50 years.

Pakistan nuclear doctrine is public. Nukes are in play if India try to divert or stop water. The dam will be destroyed with conventional missiles. Where it lead to will depend on India response.

So Pakistan would get water anyways. However good to see you moving back slowly from military option. That's what we achieved after 2016 and 2019 :)

My favorite Indian General Bakshi about this time of the video is suggesting India should land troops in Afghanistan's Bagram Airbase to launch attack on Pakistan from Afghanistan. Sigh!
