was/is just not enough to merit an military strike on Pak fauj proper.. threshold se bhot neechay wala event.

Musharraf repeatedly threatened nuclear retaliation, yet India continued bombing Pakistani positions with full impunity. Nawaz Sharif later revealed that around 4,000 Pakistani soldiers were martyred in the Kargil conflict. To this day, Pakistan Army continues to hide the true number of casualties from Kargil.

But your second part, that is where I take issue.

A) You have not proved Pakistan orchestrated this
B) you do not launch military attacks on the infrastructure of a neighbouring army because of an act committed by unknown actors. Because that is tantamount to declaring WAR!

All Pakistani land-based nuclear missile systems are road mobile and the ground launched theatre nuclear forces are canisterized. The U.S. with all their satellite and ISR capabilities failed to locate and destroy several Iraqi mobile Scud launchers in the 1991 Gulf War. Pakistan is much bigger with an incredibly diverse geography.

As for nuclear submarines, Pakistan has a diversified and highly survivable nuclear force that is designed to survive a pre-emptive first strike and a massive Indian second strike. There will always be residual survivable capacity for inflicting unacceptable damage in "counter-massive retaliation". Gen Kidwai is on record of having stated Pakistan's will and ability for "counter-massive retaliation."

During the 1960s, the US was forced to rethink its massive retaliation strategy in favor of flexible response when it became clear to them that all Soviet nuclear forces could not be completed destroyed in a first strike, and the Soviets at that time did not have very many ICBMs or SSBNs--they were just getting started in closing the gap.
