Did you read the article that you shared in your post? Even that says that India doesn’t have infrastructure to hold water due to its quantum. The economics of developing one would take decades.
Only causality of the suspension is non-sharing data, that can cause difficulties on the other side to manage this resource efficiently.

Have you read the referenced Times of India article that quotes Jal Shakti minister C R Paatil after he attended a meeting with “senior officials”?

And from the beginning of the article:

“NEW DELHI: A day after India formally communicated to Pakistan that it was keeping Indus Waters Treaty (IWT) between the two countries in abeyance, Union home minister Amit Shah on Friday held a meeting on how swiftly the decision be implemented and finalised a detailed roadmap, including quick desilting of rivers and dams as an immediate step to prevent the flow of river waters to the neighbouring country.”
