I think Pakistan is taking inspiration from Saudi, India and UAE who are able to play all sides and profit. But that approach requires a cunning and dexterity that I believe Pakistan lacks. It's always been north of 20-30 missiles even by looking at missile serial numbers.
People have tried to come up with visual proof for Iran's rate of missile production. For different variants, 20-30 missiles/month has always been deemed reasonable.
