Well they should be focusing their entire effort on Israeli airbases, radars, air defence systems (especially the Arrow ABM), even the Israeli submarine bases, instead of urban centres like Tel Aviv. I'm guessing though that their airbases are heavily defended with ABM systems, but still nonetheless, if the Iranians are fighting back, they could at least make it as costly to the Israeli military machine as possible.

Apparently hitting their airbases doesn't do much lasting harm. The planes are moved and runways repaired. The other things you mentioned are defensive: not sure how they would degrade Israel's offensive sorties.
