Gau the mouthpiece of the establishment has explicitly mentioned water security and how they will 'work' with Pakistan. He's not talking about building dams and reservoirs if you know what I mean.

Infact dam May be good news as Arunchal as 14 time more water it needs compared to population and Assam has 3x more
