Probably from a floating base ship. They already stuck a 3rd Khordad system once on a ship.

Putting a TEL or a canister launcher is not difficult as long as it can stabilize itself on the deck.
He is maybe referring to those:
shipping container missiles with Fath/Fateh-class short-range ballistic missiles on board of the ship

It was unveiled with Shahid Mahdavi nearly a year ago

Yes something like that would be very good for FOBs and protect the missile from elements like the corrosive sea water mist and storms.

Lots of Deck space on some of these FOBs.

What about the blast!
You`d have something like a simple blast deflector thats a part of the tel,or something a bit more complicated like a venting system built into the vls,tho this can be as simple as an oversized canister where the exhaust simply vents out of the front.

The real potential of this would be to have something like an arsenal ship,or more likely ships, packing a large number of missiles on board which would continually cruise around down near the entrance to the red sea and being able to launch a large strike anywhere in the region at effectively a moments notice.

It seems the missile is 'hanging' from the deck--minimizing required blast protection. MOre commentary:

More: I also have a snapshot of how the missile is stored flat and propped up before launch:
