Iran complained about the price in 2016 , Iran and China signed a contract in 2017.

More research on this subject shows that the whole redesign isn't by China only. Check this 2020 news:


Also, upon the signing of the contract, from the news you quoted, you can see that China is only supposed to do a part of it. The US was involved to "provide technical support and review of the modernized reactor design".

I think China was eager to get it done and paid given the lucrative payout it promised. It would be foolish not to get it done. But it seems US didn't want it as it walked away from JCPOA and their lackeys played along. I don't think it is fair for you to criticize China for unfinished retrofit project of IR-40.

The only good thing that can come from the 12-day war with Iran is that if Americans get cocky enough to start to aggressively mess with the Chinese or the Russians.

It won't be good for Iran directly, but it will be interesting and good for the world as a whole.

Truth.....I don't care what the others might say, this guy was the best Iranian diplomatic weapon we've ever had, his candor and speaking style has been a thorn in the Israeli and American hawks side for decades.
