Pakistan #1 due to a full spectrum of challenges and experiences spanning 8 decades domestically and against a powerful enemy to its east AND confronting two SUPERPOWERS in Afghanistan for one and two decades.
Iran and Turkey would be #2 or 3. I can't decide who'd be 2 or 3.

Turkey and Iran are serious nations with serious military capabilities, proven in real-life tough situation...

Iran is paper tiger what have they produced? outside of missiles basically nothing. They have been living on mouth all these years and Israel exposed them big time, big time in a military sense not only to the whole region but world.

UAE only became a country in 1971 december 2nd. The British were heading out and gave the Shah these Islands and it has been under Iranian control ever since.

Just because you assume you have a bigger enemy doesn´t make your military good. But equipment and technology does which Iran clearly lacks at this point.

2. Pakistan (Good everywhere including has good suppliers)
3. Egypt (Good everywhere has production capacity)
4. Indonesia (Good everywhere and has good navy production)
5. KSA (Good everywhere, plus improving weapons production and has good suppliers)
6. Algeria (Good everywhere, plus strong navy, needs better supplier, involved in arms race)
7. Morocco ( Good everywhere and has good suppliers)
8. UAE ( Good everywhere, improved weapons production capacity)

10. Jordan (Good everywhere but has little to low population 12m which decreases them on the list)

11. Bangladesh (Has large manpower base and getting better could see them in top 10 in the next 5 years depending on their procurement, needs airforce upgrade)
12. Uzbekistan (It only lacks to improve it´s airforce I heard they will purchase J10 soon, it has population potential, plus fiercer people)
13. Kazakhstan (It also needs to improve it´s air it has SU-30s but still it needs to improve upon that otherwise overall very good army)
14. Iran (They have lost alot of tech but weak air defense and air force has sink them to 14 place but they can´t go lower due to population potential)
15. Qatar/Azerbaijan (Very solid armament both Airforce and conventional) and as for Azeribaijan they will soon jump into top 10 as Turkey is constantly selling them best stuff
