NOTE : As I said before, Iran is on its way to having its atomic bomb. After making its nuclear program invisible to anyone (because before the atomic agency had cameras checking what Iran was doing, but these cameras were turned off and the inspectors expelled), Iran only needs to leave the NPT to officially have nuclear weapons. Along with this, Iran announces that it is nearing completion of its ICBM missile with a range of 12,000 km. Anyone with an IQ slightly higher than a dolphin knows that this is a nuclear missile and is only truly useful if it carries a nuclear warhead. This is a message that has been sent.
NOTE 2 : The Europeans cannot activate SNAPBACK because they violated it, and just as the US tried to activate it in 2020 and failed because it violated the agreement, the Europeans cannot. If the zionist lobby force activation, it would be the end of the international community and international laws. It would be like if in a soccer game a player scored a goal with his hand and the referee allowed the goal, saying that in that match, the handball goal counted.

Yes, it would be the end of international law, because anyone who violated the agreement cannot activate SNAPBACK.
In 2020, the US tried to activate SNAPBACK, but it failed precisely because it had violated the agreement. The Europeans also violated the agreement and cannot activate it. They returned with sanctions, and this is a clear violation, so they cannot activate it.

but you are right. and there are other easy solutions: more silo / underground launchers in each base so the missiles don't need to leave the base, store excavator equipment inside the base to create exits from the inside, build many more tunnel entrances to each base, distribute the missiles to bases deeper within Iran

Iran is not negotiating with Europeans to "delay SNAPBACK implementation"... that doesn't exist. If SNAPBACK is truly activated by the UN Security Council and international law, it makes no difference (to Iran) whether it is activated in July or October (which is the last month to activate it, after which it can no longer be enforced). Iran is negotiating with Europeans to NOT ATTEMPT TO ACTIVATE SNAPBACK, as this would require more "stress" in international negotiations and more concessions that Iran would have to make to Russia and China in the long term, diminishing its "outside the system status QUO” that Iran wants to maintain.
However, once the Europeans (controlled by Zionism) try to activate SNAPBACK, then its activation is not so easy because the Europeans violated the agreement as in the case of INSTEX (financial compensation system that didn't work) and the JCPO itself provides that participants who violated the agreement CANNOT ACTIVATE SNAPBACK:

In an attempt to activate snapback, the E3s would notify the Council. Within 30 days, a resolution would be required to maintain sanctions relief.
If any permanent member vetoes this resolution—or if it fails to receive nine votes in favor—SNAPBACK occurs. However, if the Council believes the E3s have no legitimate right to activate it(because they violate it), they could vote against their own resolution or support another text that formally rejects the request. It's not as simple as it seems, and that's why the US action (in 2020) to activate SNAPBACK failed to pass the UNSC.
They can and will activate snapback. But the matter is not about sanctions, rather about if these will be applied... and it's unlikely... however, they want to limit and disable Iran's capabilities (very innocently of course...)
