There's no need to incorporate these MLRS into a new, independent military service. They would be far more effective within the Army. Bringing them under the Rocket Force's purview would only diminish their effectiveness.

The Rocket Force, as an independent military service, is meant to launch lethal attacks against the enemy, regardless of cost. This is completely different from traditional warfare thinking. In traditional warfare thinking, war is negotiable. However, when the supreme commander decides to activate the Rocket Force to launch a lethal attack, such warfare is not negotiable. This is the significance of its independence.

The Pakistan rocket force will be purely conventional. The nuclear rocket force was developed long time ago, it’s called Pakistan Strategic Forces Command (PSFC).

The purpose here is to create conventional missile attack capabilities and avoid escalation directly into a nuclear conflict. Allowing operational flexibility.

Exactly... Only if they have nuclear captivity under them .. will make the effective and confusing for enemy's..

Otherwise its simple semi independent group.. capable of firing sub sonic conventional rackets
 
So fully replicating PLA Rocket force model, that's strange. We don't have as much resources as China, nevertheless a welcome addition.
But it should better be modelled same as PLA ROCKET FORCE, not something under PA only.

On January 1, 1956, Qian Xuesen, the father of Chinese missiles, wrote the name of this unit, "火箭军(Rocket Force)," on the blackboard while giving a lecture to senior PLA generals. ------ This is the first time this word appears in human history.

At that time, China's top leadership thought that we should not do this too ostentatiously. Therefore, China's top leadership named this unit the "第二炮兵(Second Artillery Corps)." On the surface, it appears to be an artillery unit under the PLAGF, but it has always been a completely independent unit under the direct command of the CMC.

During the PLA military reform in 2016, the CMC believed that the time had come, so the PLARF removed its disguise and officially revealed its true identity to the world.
 
It is step in right direction in every sense and will provide Pakistan Army, hitherto missing, conventional punch to fulfill Indian demands of fighting a war under the nuclear overhang. Previously, Pakistan's conventional deterrance was very limited but with changed tactics of Indian military during Op Sindoor has forced Pakistan to prepare a proportionate response where it can employ various categories of long range Surface to Surface vectors to decimate targets like airbases and command centers located in a radius of 750-1000KM from interntional border. Having the capability of striking India deep is no luxuary but a strategic compulsion for Pakistan Army to nullify the advantage of India's larger geography. Hopefully, with passage of time, this Rocket Force will induct more weapons in supersonic cruise missiles and hypersonic ballistic missile categories with 500KG, 1 and 2 Ton warheads. Once fully matured with all these systems inducted, this rocket force alone with provide more deterrance value than current PSFC because it never got activated as enemy relied on convetional weapons where it enjoys numerical supriority.
