Targeting Iran’s Leaders, Israel Found a Weak Link: Their Bodyguards​

The meeting was so secret that only the attendees, a handful of top Iranian government officials and military commanders, knew the time and location.

It was June 16, the fourth day of Iran’s war with Israel, and Iran’s Supreme National Security Council gathered for an emergency meeting in a bunker 100 feet below a mountain slope in the western part of Tehran. For days, a relentless Israeli bombing campaign had destroyed military, government and nuclear sites around Iran, and had decimated the top echelon of Iran’s military commanders and nuclear scientists.

The officials, who included President Masoud Pezeshkian, the heads of the judiciary and the intelligence ministry and senior military commanders, arrived in separate cars. None of them carried mobile phones, knowing that Israeli intelligence could track them.

Despite all the precautions, Israeli jets dropped six bombs on top of the bunker soon after the meeting began, targeting the two entrance and exit doors. Remarkably, nobody in the bunker was killed. When the leaders later made their way out of the bunker, they found the bodies of a few guards, killed by the blasts.

The attack threw Iran’s intelligence apparatus into a tailspin, and soon enough Iranian officials discovered a devastating security lapse: The Israelis had been led to the meeting by hacking the phones of bodyguards who had accompanied the Iranian leaders to the site and waited outside.

Israel’s tracking of the guards has not been previously reported. It was one part of a larger effort to penetrate the most tightly guarded circles of Iran’s security and intelligence apparatus that has had officials in Tehran chasing shadows for two months.

DISPUTE RESOLUTION MECHANISM (UNSC Resolution 2231 / JCPOA):

36. If Iran believed that any or all of the E3/EU+3 were not meeting their commitments under this JCPOA, Iran could refer the issue to the Joint Commission for resolution; similarly, if any of the E3/EU+3 believed that Iran was not meeting its commitments under this JCPOA, any of the E3/EU+3 could do the same. The Joint Commission would have 15 days to resolve the issue, unless the time period was extended by consensus. After Joint Commission consideration, any participant could refer the issue to Ministers of Foreign Affairs, if it believed the compliance issue had not been resolved. Ministers would have 15 days to resolve the issue, unless the time period was extended by consensus. After Joint Commission consideration – in parallel with (or in lieu of) review at the Ministerial level - either the complaining participant or the participant whose performance is in question could request that the issue be considered by an Advisory Board, which would consist of three members (one each appointed by the participants in the dispute and a third independent member). The Advisory Board should provide a non-binding opinion on the compliance issue within 15 days. If, after this 30-day process the issue is not resolved, the Joint Commission would consider the opinion of the Advisory Board for no more than 5 days in order to resolve the issue. If the issue still has not been resolved to the satisfaction of the complaining participant, and if the complaining participant deems the issue to constitute significant non-performance, then that participant could treat the unresolved issue as grounds to cease performing its commitments under this JCPOA in whole or in part and/or notify the UN Security Council that it believes the issue constitutes significant non-performance.

37. Upon receipt of the notification from the complaining participant, as described above, including a description of the good-faith efforts the participant made to exhaust the dispute resolution process specified in this JCPOA, the UN Security Council, in accordance with its procedures, shall vote on a resolution to continue the sanctions lifting. If the resolution described above has not been adopted within 30 days of the notification, then the provisions of the old UN Security Council resolutions would be re-imposed, unless the UN Security Council decides otherwise. In such event, these provisions would not apply with retroactive effect to contracts signed between any party and Iran or Iranian individuals and entities prior to the date of application, provided that the activities contemplated under and execution of such contracts are consistent with this JCPOA and the previous and current UN Security Council resolutions. The UN Security Council, expressing its intention to prevent the reapplication of the provisions if the issue giving rise to the notification is resolved within this period, intends to take into account the views of the States involved in the issue and any opinion on the issue of the Advisory Board. Iran has stated that if sanctions are reinstated in whole or in part, Iran will treat that as grounds to cease performing its commitments under this JCPOA in whole or in part.

@ShapurII read this to understand the dispute and what Zarif is trying to tell people. by the letter of the resolution, the E3 should make good faith efforts to exhaust the DRM specified in paragraph 36 before notifying the UNSC (triggering the 30 day deadline).

Zarif is saying there is no "snapback" because this word does not exist in the Resolution/JCPOA (which is correct, but irrelevant), and the E3 has to go through this DRM process in paragraph 36 first; it's not automatic.

However, in practice, the E3 have notified the UNSC without going through the DRM process specified in paragraph 36, and they point to their recent negotiations with Iran as evidence that they have acted in good faith to try to resolve the issue.

Salehi says that Iran introduced the paragraph 36 procedure in response to the US insisting on a way to reinstate UNSC sanctions if Iran violates the deal ('snapback'). But the procedure has not proven to be effective and the E3 have effectively circumvented it.

Possible, but it says Iran discovered the breach. So Iran will know easily if that's true or not. A lot of the methods for these operations are actually leaked in Western media, like the killing of Mohsen Fakhrizadeh by an AI-controlled gun in Tehran.

I wish this was true...but that's not how the government works in the US...if he's dead, they have to inform Congress and get the VP sworn in....the cabinet has to vote..etc.

With the level of subterfuge that the Israelis are pulling, I have to agree with you, some what. Ronan Bergman is also an ambitious reporter, he leaks stuff that is not always helping Israel...so some of the report could be true....the point is for an intelligence agency this is just another data point....a good agency will investigate all avenues of the breach, no matter how small, and draw its own conclusions.

Vance at least is ideological. Trump has no ideology and is easily manipulated by powerful Jews surrounding him. So I think Vance would be slightly better for Iran. But if Iran is weak, then any US president will exploit that and bomb the shit out of us. Because why not?
