The most talented Indians on H1B work for FAANNG and similar companies, hedge funds, investment banks and MBB consulting firms. The somewhat less talented work for the Big 4 consulting firms and big Indian and American outsourcing tech companies and so on. None of them pay anything for the visa because it is illegal to do so.

Nobody is batting an eye. Best thing that's going to happen is fake asylum claims getting rejected. Immigrants declining, none of which is a matter of concern for us.And it's getting corrected.
And there are loads of examples being collated.
You can't get people to look the other way anymore.
I don't know about the numbers, but yes, "brain gain", to steal a term from the Field Marshal, would be a positive for India. It is better for India if the likes of Sundar Pichai build an Indian rival to Google rather than work for some American company in the US.If H1B's are cut, there would be huge influx of Capital (minimum of $500 billion) and talent into India. That could anything but good for India.
