So? Fraud exists. The biggest visa fraud is not L1 or H1B, it's the Refugee visa. Read asylum claims from India like political asylum, khalistan and whatnot.

The most talented Indians on H1B work for FAANNG and similar companies, hedge funds, investment banks and MBB consulting firms. The somewhat less talented work for the Big 4 consulting firms and big Indian and American outsourcing tech companies and so on. None of them pay anything for the visa because it is illegal to do so.
There are some fraud cases where the sponsor takes money from the applicant , which is completely illegal, but that is not specific to India and most cases get caught and prosecuted. If they don't , it is the USCIS and other US law enforcement agencies that are to be blamed.
I am familiar with how much scrutiny even H1B renewal application from American firms with over 90% American employees for a candidate with top academic credentials and a fairly high salary face these days. So, it is highly unlikely that a lot of fraudulent cases are able to get through these days. If they can still fool the system even after so much scrutiny by USCIS, they must be really smart.

Nobody is batting an eye. Best thing that's going to happen is fake asylum claims getting rejected. Immigrants declining, none of which is a matter of concern for us.

I don't know about the numbers, but yes, "brain gain", to steal a term from the Field Marshal, would be a positive for India. It is better for India if the likes of Sundar Pichai build an Indian rival to Google rather than work for some American company in the US.

He talks about the deal he "can sign with India". It seems to me he does want to do a deal, but needs something to be able to sell it as a great victory for America achieved by his stroke of genius and he probably wants a grand stage for it. The Indian commerce minister talked about a November timeline and the Americans have previously talked of an October date. Modi is supposed to be in NYC towards the end of September. The Russia situation will also play a role. Let us see how this plays out.
