I cant speak for Pakistan, but I know many Indians with specific skill sets who have recently been moving back to India for better career prospects. That wasn't the case a few years back when people returned mostly for family reasons.

You have to ask the people making the fuss, but, from my perspective, the main problem with the EO is that Trump does not have the legal authority to charge American companies a 100K/year tax for hiring H1B workers when Congress has already laid out in great detail how the program is supposed to work through the Immigration Act of 1990. If Congress had amended the law to make the same change, I wouldn't have seen any problem.
