Tribes do not recognise either Afghanistan nor Pakistan. They are autonomous by design - ever since the death of Ahmad Shah Durrani, these tribes have been living independently removed from rule or governance.

To the tribes of which there are hundreds and hundreds ranging from small sub clans, to main clans and dynastic families that can trace their roots back to the Kings and Khanates of yore.
These tribes often intermarry - marry outside the tribe to other stronger tribes to resolve disputes surrounding land, death, wealthy or power. To them the Durrand Line that separates Afghanistan and Pakistan is an invention of the British and they do not recognise it.
So you see, violence and force are not the answer, yes force should and will be used where necessary, but the first step is always engagement (not I say engagement)
which is different from appeasement.
