Killings of non-terrorists in these operations are indeed deplorable. But on the other hand, the state has tried every thing, including holding/sending jirgas, asking these terrorists to leave the civilian population. After the failure of that, state asked people to move out temporarily so that those terrorists could be eliminated. Many people leave but still some don't.
